Report of the Grand Jury
To the Honorable Lee Carter, Circuit Judge presiding:

We the Grand Jury of Winston County, empanelled by the Honorable John Hodges Bentley the week of March 24, 2008, and reconvened on May 19, 2008 wish to make the following report:


We have been in session 3 (three) days and have docketed 101 cases, examined 54 witnesses, returned 77 true bills, no billed 19 cases, and continued 5 cases.

We have toured the jail and found the following:
  1. Over crowding of the ladies and men's sections, space for 25 and now have 72 inmates;
  2. Mold in the ladies and men's sections, this is a health hazard;
  3. No working shower in ladies section;
  4. Rodents in ladies section
  5. Prisoners sleeping on floor;
  6. Laundry hanging everywhere;
  7. Lack of exercise for prisoners;
  8. Only jail in Winston County;
  9. Lack of mental stimulation for ladies and men;
  10. Ladies section smaller than men's section; AND,
  11. Kitchen needs updating and repair.
We have examined the audit report(s) on the following Department(s) and have found them to be in order:
  1. Winston County Board of Education
  2. Office of Judge of Probate
  3. Office of Sheriff; and,
  4. Office of Revenue Commissioner.
Having complete our business, we request to be adjourned until further order of the court.
